That looks like a lot of good work, and a lot of thought went into it. But IMO the far better way to install an electric radiator fan is with a PWM controller, preferably one with a soft start... DERALE PWM Control Curious why you wouldnt just pop one of these in? I installed a MK8 fan and made one of these for it (Only reason I made it was so I could program the microcontroller to hold at any temp I wanted, also its fun to program PID loops)
